Conference on Benefit-Cost Analysis: Distributional Issues and International Experience

Pr Ben Groom was invited to speak at an event organised by the French Government (France Strategie) in which the measurement and accounting for inequality and distributional effects of public investments was discussed with a view to including distributional concerns into Cost Benefit Analysis. Pr Groom participated in a panel session that was open to the public chaired by Pr Aude Pommeret of from the University of Annecy and open to the public. Subsequently, an academic workshop took place in which recent academic work on the distributional effects of public policy, concern about these effects and public preferences for fairness was presented. Pr Groom presented on how to introduce distributional effects into the estimation of the Social Cost of Carbon, a paper co-authored with Rick van der Ploeg and Johannes Emmerling.
